Do you have an nvidia graphics card?
If so do you use nvidia control panel to enhance your graphic setting via the 3d application setting section?
If so... try changing these setting, try default etc.
Tommy I directed Fingers towards your post on the PR forums where you mention glass-like ground effects. I believe Fingers did look at the nVidia CP options you mentioned, to no avail.
I have the same from time to time, ATI card

I believe the problem is to do with a conflict between ingame AA settings and drive-forced AA settings.
Try ensuring that your driver's Antialiasing settings are set to "application-controlled" and the lowest quality AA type (multisampling) and then set BF2's AA level to Off.
Restart the game, set AA levels to your normal level - 4x or 8x or whatever - close BF2/PR.
Delete your shader cache, (the folderslocated in "My Documents/Battlefield 2/Mods/bf2/cache/" )
Load BF2/PR, play.
If you still get the glassy ground texture; attempt it the other way around - setting BF2's AA level to Off and force AA through the graphics driver (NVCP or ATi Catalyst) - to your preferred level.
